I can't create subgroups in groups that have been moved from one category to another.
Group settings have nested enabled and set to group admins, and I'm in back end on a superadmin account, the same used used to create all of the groups.
Front end has even fewer options than back end in terms of groups under which new groups can be formed.
Solved by re-attributing nested creation access to group owner.
