Joomla does the duplicate username/email check. So it must exist in Joomla. The user probably exists in Joomla, but not CB. Meaning your tables are out of sync. Run the User Synchronization tool within CB > Tools and see if they show up in CB > User Management or check if they exist in Users > Manage.

This means that if a user try to register with "fabioweb" get this alert right?

Yes, you can not have 2 users with the same username. Both Username and Email are unique in Joomla.
