I've looked at your link and wanted to download cb 1.8. German translation witch should be available, but could not see any download link, to get this plugin installed over the cb-plugin-mnager.

Please look again - I see a German language project here:

forge.joomlapolis.com/projects/lan-cb

with a CB 1.7.1 package here:
forge.joomlapolis.com/projects/lan-cb-de/files

Unfortunately the person who was handling this has been burned-out because other German people would not help out. That is why only CB 1.7.1 is available.

You should look the whole list of language files. The last one is the right one for cb 1.8
German_UTF-8_v1.8rev11.zip
