Seams to be installing fine in my tests. What error did it give you? When a package fails you can click it for more details. All current language plugins require latest stable releases. So for CB language plugins CB 2.9.2 is required.

Did you download the language manually or are you using install from web? Have retested and still appears to be working fine for me. Have reviewed the plugin as well and it includes the cbplugin folder. Have cleared all download cache on our end of things please retry downloading from our localization page below and see if that works for you.

Strange, I don't know what to suggest. I've retested across multiple clean Joomla installs where it's working fine. Please PM backend super user login credentials and will take a look.
