You'll need to create a Joomla article then supply the URL to that article within CB > Configuration > Registration > "URL to Terms & Conditions". Then set "Enable Terms & Conditions" to "Yes".

Kyle:

In order to keep the user on the registration form how do I display the Terms and Conditions in a PopUp window?

Actually if they hit the back button in the browser the field data already filled out appears to still be there. So if I add a button to return them to the registration form it should function correctly right?
