No, it should have sent a welcome email when you created them if at the time you created them you had emails configured. If not then you can use the Mass Mailer feature to email them, but you can not send them their passwords as it's too late and they're already encoded.
Best I can suggest is email them with a link to Forgot Login so they can reset their password. Alternative is to change all their passwords, write the new passwords down, then email them 1 by 1 with their new logins. The method of adding now, email later doesn't work with 1 way encrypted passwords.
You can also try enabling generated passwords and email confirmation within CB > Configuration > Registration then resend confirmation email and this might work.
