You'll want to use a "Your Rating" field so other users can rate you. The average rating is just that, the average, it takes all the votes and adds them together then divides by the number of votes then displays stars based off that (rounded of course as there is no 0.3, 0.4, etc.. star).
If you're meaning the rating field with CB ProfileBook then it works the same as the CB Rating Fieldtype as described above. A 0 rating is basically worse than 1 star rating as that 0 will factor into the average.
