How much can the update logger plugin record? A million or a billion transactions? I saw in SQL that the index column of the table is int(10).. Meaning maximum record it can store is 9,999,999,999?
As many rows as your database can handle. The ID column can handle up to 10 digits, but that can easily be changed if you really need to. Ideally you'd prune out old entries as needed though to keep it responsive. Pruning could be just deleting entries from xyz date and outward or moving them to a second table for record keeping purposes.
