No.If it is not available or not maintained anymore, is there a way I could use CB Auto Actions to force users to complete their profile, before they navigate away from the profile edit page?

There is no way to do this properly. It would require site wide hijacking which completely messes up navigation/routing and is the reason CB Triggers and this feature were discontinued. We've no plans to implement it now or in the future.Please add the ability to force a user to complete his /her profile to the wishlist of new features.
Ask what you need from a user during registration.It is a really necessary option for community sites. In fact, there have been a number of forum enquiries about this.

No, CB Auto Actions can't stop access to URLs or Joomla menu links. To do anything of the sort requires a Joomla system plugin that acts on the router. I suppose your best option is to try and condition the CB Progress Field in a Redirect after on the after login trigger and redirect them to profile edit. This way they'll be sent to profile edit with every login if CB Progress Field is not equal to 100 ([FIELD_NAME] should give the raw progress value).As a last attempt, would it be possible to hide one menu item if the user's profile is not 100% complete? (In this way, users with an incomplete profile would not be able to browse other users profiles until their is fully complete)
