ProfileBook: your profile visitors can post here (like a guestbook)
ProfileBlog: You can post here and your visitors read
ProfileWall: You and your visitors can post

Don't understand the issue. Are you referring to the Feedback feature for the ProfileWall tab? I believe that's the "Enable Gesture:" parameter found when editing the tab in CB > Tab Management.

User needs to edit their profile and enable notifications for that tab. Each ProfileBook tab should have some parameters to enable/disable notifications.
