So what is the workflow in mind with the changes to the category ?
Catergories can only be set by the Site owner/moderator, which makes total sense to me
but
Why is the uncategorized option there ? Just for backwords compatibility ?
I would not like to see that option or at least be able to turn it off, as this will give orphanized groups
Uncategorized allows GJ to be used without categories. You can turn uncategorized off within GJs configuration. For example you can use Uncategozied, don't create any categories, then have your GJ menu item link to All Groups to avoid using categories entirely if you wanted.

Still not clear :
I came from 2.7
had 4 categories (which are still there)
But I have this Uncategorized (category) now
In an ideal world I would like to have :
I want to have categories
I want the site owner to be able to decide which categories there are
I dont want this uncategorzied to show up when a user creates a new group
As explained in my previous reply and by paxx you can disable it in GJs configuration. Uncategorized allows usage of GJ without categories. It was a popular requested feature for GJ 2.x so I've implemented it in GJ 3.x. Whether you use it or not is entirely up to you.

this is what shows up in my create new group option > The uncategorized Category
So even with Categories on or off, this Uncategorized category is there, which means that even if I want people to put their groups inside a category which I define, they still can select the Uncategorized category, which will create a group which is not inside a category
