Press F12 to open your browsers developer tools then click the Console tab. Now try toggling notifications and see if any errors output to the console. Probably an error causing the request to fail.

Create a Joomla menu item with a menu type of Community Builder > Plugin then for Plugin select CB Activity and finally select Notifications for Action. Now try navigating to that page and see if the error is exposed or even happens. That's the notification page the popup would be trying to render.
