Sanbox paypal not works with Classic API in Spain.
When I click in pay botton the window show me
www.sandbox.paypal.com/cgi-bin/webscr
and it need login me.
When I log in sandbox go to sandbox account and not show the payment page.
Once done, you can attempt to make a test purchase. You then login to PayPal using a test account attached to your developer account. You can find your sandbox accounts at the above link followed by Applications > Sandbox accounts.
