Error "Forbidden" when trying to send mass mail

I have selected those with "No PLan Active" in the User Tab, and then the Mass Mail button.
However I receive a message "Error: Forbidden" when I try to send.

I have checked all file and directory permissions - they are 644 for files and 755 for directories.

The site error log gives me
[Wed Oct 23 22:04:31 2013] [error] [client 58.106.89.128] File does not exist: /home/s1001856/public_html/404.shtml
[Wed Oct 23 22:04:31 2013] [error] [client 58.106.89.128] File does not exist: /home/s1001856/public_html/administrator/js

How can I send a email to these users?

Enable debug mode and maximum error reporting in Joomla global configuration then retry and see if error exposes. If none check error log again and see if any further details.
