Fields Hidden During Registration, But Still On Profile

Clarification before I go play around: If an admin had to create a brand new user account and fill in their info, what would be shown for tabs, etc.? Or anything?

I ask just because the way this is set up, some tabs have registration fields, and I want to ensure they could see them to add to or edit if need be.

Backend ignores conditions, it'll always show the tabs and their contents.
