You likely have CBSubs set to not allow free registrations without a subscription. In this case it will block them when they become expired and ask to renew/upgrade when they attempt to login. You can disable this functionality within CBSubs > Settings > Global by setting "Allow Free Registered Users (without subscriptions)" to "Yes".
