That's just recurring payments and it depends entirely on the gateway you're using. For example if using PayPal or Stripe both support recurring payments. Whether it's optional or not depends on how you have your plans configured under the Pricing tab as you can force single payments, recurring payments, or be users choice. Changing that parameter has no impact on existing subscriptions.
