Migration is a bit tricky. A migration extension like jUpgrade and spUpgrade can help, but it won't fix individual usergroup and view access level parameters throughout CB (you need to manually fix these after the tables migration). If you want to export/import users you need to use CB Juice; I am not aware of any other solution for that task.
