Profile for public viewing

Is there a way to display a user's profile for public users? For now, when a user click on a profile, it ask the user to log in in order to view it.
I'm creating something like a phone directory for members so people can click on and view their info ( company, name, and phone number).
I can list them, but will not work for individual users.
