Forgot login uses the same parameter as provided above to toggle on HTML. The forgot login email does not contain any HTML by default (same as registration emails in this regard). If you want HTML you'll need to add it to them as that parameter just enables allowing the usage of HTML. Whether links become clickable or not without HTML is entirely up to the email client and in my experience most clients do. I don't know what they're using to read their emails, but that usage works fine in Thunderbird, GMail, and Yahoo at least.
You can use the language override functionality shown below to override the forgot login email and add whatever HTML you like to it.
