No, user reports are handled entirely on frontend at this time. You can access them from the CB Workflows Module or using a Joomla menu like to CBs moderate reports page. I'm not sure what you mean by report by picture. The user report can be used to report anything about the user (e.g. profile content, behavior, avatar, etc..).

For picture reporting I mean: could a user make a report on one single picture/file in a Gallery?

If you mean in CB Gallery then no it does not have a per-picture report feature at this time. You'd need to report the entire profile then provide information regarding the picture in question.
