I didn't know CBSubs had a Pay Later option.
Maybe you are referring to Offline Payment?
If so, I believe you should install the email integration plugin (included in CBSubs package) and configure the plan -> integration -> email tab for all pending email cases.
(Check CBSubs documentation for more instructions).
