I'm working with a couple subscription plans. Each plan assigns the user to a particular group

For Example

Plan 1 - Basic
Plan 2 - Premium

Both groups, Basic and Premium are under the Registered Group.

If a user subscribes to Plan 1....They become part of the Registered and Basic Group.

Is that the way its suppose to work.....or is there a way for the new user to only be apart the Basic Group.

It just seems kinda redundant to have the new user be part of both the Registered and Basic group.

Working as designed.

It seems redundant to you because your groups are child groups of registered.
Think about what would happen if they were not.
You could have ended up with users not being able to login!
