Hi,

I would like my users to have a very simple editor interface - I don't want them to change any formatting. The editor in Global Settings is Editor - TinyMCE.
I want them to enter only an x amount of characters in the intro part of the blog and the rest in the full part.

CB Blogs doesn't have character limitations. Maybe JCE can force such a limitation, but it'd be JS side only. TinyMCE customization is very limited. If you need a more customized editor I recommend looking into JCE.

No, there's no parameter to shut off the editor usage. You'd need to use an editor that lets you specify what editor the users have access to.
