Ensure "Community Builder System plugin" within Extensions > Plugin Manager is public, published, and ordered as the first system plugin. If it already is then enable "Rewrite URLs" under the "Parse URLs" tab as seen in your 3rd screenshot.

Have reviewed your install and "Rewrite URLs" just needed to be enabled. It's now displaying CB Login page instead of Joomlas correctly when accessing access denied pages.
