I am afraid I spoke too soon, It worked in the frontend of website but when I tried updating a profile in the user manager area the fields that should not be associated with that profile are there when they should not be.

Conditions do not function in backend by default. You have to enable that in CB Conditional > Parameters. I however do not recommend doing this. I instead recommend disabling fields validation for backend by setting "Fields Validation in User Management" to "No" within CB > Configuration > User Profile. This allows significantly better management of users.
