The following shows up on top of the invoice address page and disappears as soon as I select a country:

<div class="cbregIntro">We need your complete address to be able to provide you with an invoice after your payment. Please complete your invoicing address below. This address will be used only for the invoicing and will not appear on your user profile.</div>

I am just curious if this is by design because it was not doing that before.

Yes, that's normal. It's shown if the invoice address information is mandatory and jQuery hides once the needed information is provided. You can change or remove it by adjusting the "Introduction text when requiring invoicing address" parameter within CBSubs > Settings > Display > Invoices.
