No, you can not reliably check that an email address can receive emails. This is based off a MX Record Lookup, which are not 100% accurate and of which many providers flat out ignore (e.g. Google does not respond to them). So you'd effectively be blocking millions of users from ever registering. I recommend just checking for formatting only, which is already done and enforced.
