Ignore - user error - I was using the sequence number in the Plan listings as the plan #, not the plan id# on the right side of the panel; works as advertised...
Attempting to assign users to a plan using the file import option.
File has a single line for testing: 11365,6,C,2001-01-01 00:00:00
The first time I executed in test mode, the import (correctly) said the user was not enabled.
After enabling the user, and rerunning the import, I got a blank screen.
Enabling DEBUG, and rerunning, I got this:

I upgraded all CBSubs components and plugins to current releases and builds.
