is it possible that only members with cbsubs plan "A" can write in their blog? Members with cbsubs plan "B" should just see the blogs in the profiles of the users with cbsubs plan "A" but they should not have an own blog..

Yes, the CBSubs Fields Tabs Protection plugin allows you to control tab and field access based off subscription. The below usage on the ProfileBook Blog tab should work for your needs.
A. Tab availability by Owner's Subscriptions: Yes, CB subs control tab availability
Owner Plans controlling tab available in profile: Plan A
Still Available for Profile Owner himself: No: profile owner himself is also restricted
B. Tab visibility by Viewer's Subscriptions: Yes, viewer's CB subs control tab visibility
Viewer Plans controlling tab visibility by viewer (none means not controlled): Plan B
Still Viewable for Profile Owner himself: Yes: profile owner can still view his own tab
