I loaded CB ubs package as outlined in the manual. I published all relevant tabs and plugins.
There is no CBSubs entry in the Components menu (earlier versions did this) and no entry on the control page. Since I cannot create any plans, there is nothing to see on the front end.
I have checked the install sections in the documentation manuals and cannot deduce what is happening.
Databases all checkout, caches are refreshed.
What am I missing?

CBSubs is a CB plugin and not a Joomla component so it won't have a component menu entry. You can access it and its various pages by clicking "CB Paid Subscriptions" in CB > Plugin Management or using the CB admin menu module, which should be at the top of the page. If you don't see the CB admin menu at the top of the page then navigate to Extensions > Modules change Site to Administrator and ensure "CB Admin Dropdown Menu" is published. If it is published edit it and be sure "CBSubs Menu" is set to "Show" under "Menus" tab.
