It's a generic string so yes it's used in multiple locations. The language keys UE_MANAGECONNECTIONS_LINK and UE_MANAGECONNECTIONS_URL_LABEL are used exclusively in the PM notification for connections which you can use to override those messages specifically without impacting UE_MANAGECONNECTIONS.
