PMS - Allow Only Connected People To Message was created by bins
That I can see, the PMS system is open, where a member can send a message to anyone, connected or not.

Is there a switch to allow only connected users to message each other? I can't see one in the settings.

Create access parameter for PMs is planned in a later released as noted in the below feature ticket.
