Registration Header and Footer are not meant to be moved with the steps. Best I can suggest is don't use the footer parameter in CB > Configuration > Registration then add a Custom HTML field set to display on registration only and put your message in that Custom HTML field. Then just be sure that field is displayed as the last field of the last registration tab.
