You can't login while being logged in it, but maybe possible with CB Auto Actions and its Login / Logout action. Why are admins unable to view a users profile? They should have full access to everyone.

That was only to be able to access user features on other components as an admin or a mod and check what they view.
I found a component on joomla extension called log as user which does exactly what is needed.
