That should be the language key CBSUBS_ACCESS_LOCATION_NOT_ALLOWED_WITHOUT_SUBSCRIPTION. You should be able to use a language override within CBs language plugin unless you're using a CBSubs language plugin in which case you should add the override there. See the below on how to use language overrides in CB.
