How and where shall I associate the content of the refusal text when moderator wants to deny a user registered demand ?

I actually send a message but the message don't add the refusal justification content.

Don't understand what you mean. You mean the rejection message when rejecting a user registration that's pending approval? That's included in the rejection email sent to them, which is as follows.

Your sign up at [sitename] has been rejected for the following reason: [reason]

The [reason] substitution is where the rejection message gets substituted in. If it's not included in your rejection emails you may have a translation problem in that language string as sometimes contributors translate the substitution when they should not (e.g. [reason] should be exactly that no matter the language).
