We are getting a ridiculous amount of bot user creations in the last two weeks. I've updated all of the components, we are on the latest versions of everything and still we keep getting fake users.

I have the CB captcha enabled, I have Joomla user creation turned off, but I continue to get spam user requests. Is there some way to help cut down on this?

There's no captcha on your registration page. Ensure you're using a valid captcha mode and if it's reCaptcha ensure you've supplied the necessary captcha keys. Currently it's only outputting the hotpot protection. Check your settings within CB AntiSpam > Parameters > Captcha in addition to CB > Field Management > antispam_captcha.
