Call Stack was created by galanopd
When the Admnistrator clicked to approve a new user the following count() function error appeared from https//....../index.php/en/cb-moderate-user-approvals

Joomla 5.1.1
PHP 8.1.1
MariaDB 11.3.2

EDIT: I think I have managed to replicate the error. It is caused in the case where the administrator clicks "Approve" without having selected a user from the pending approval list and probably using the count () on a null variable throws the error...just guessing

That'll happen if you click approve without selecting any users to approve. Have created a bug ticket to fix.
