Looking for userlevel plugin

I am looking for a plugin that someone talked about on the joomla forums. The plugin changes every newly registered user's permission level to author content.

Does your plugin automatically allow users to submit content with the joomla com_content component.

Basically what I want is for each new user to be able to author content using the default joomla com_content component.

I don't want them to be able to edit other peoples articles though.

Does your plugin allow them to do this?
