E_NOLOGIN_ACCESS was created by kona_pete

After upgrading Joomla from 1.5.10 to 1.5.22 and CB from 1.2 to 1.3.1 users are not able to login on the front end and the error E_NOLOGIN_ACCESS shows up after a login attempt.

I did see some earlier posts about this error but they all seemed to be related to migrating from Joomla 1.0 to 1.5 and that's not the case for me.

Does anyone know what could be causing this?
