Just wondering if it is possible to set connection for users at back-end stage with Administrator account

what do you mean ?
Do you mean to give a registered status to a user in backend interface as if this user has replied to a registration confirmation email ?

No you cannot.
No such feature exists.

Connection feature is a frontend feature - users select other users to connect with.

I was trying to not allow user to view each other profiles except with admin recommendation
