Please try the below.

[cb:if user="#me" usertype="Super Administrator"][cb_stat][/cb:if]

Believe you need to have 2 separate substitution IFs in order to check displayed and viewing users data appropriately, which shouldn't be an issue as a delimiter field can have as many as you want.

another question:
hot can i even hide the title of the delimeter field when an unauthorized user wants to visit the profile

Place _UE_BLANK as title.

i assume this parameter is for the time we want title blank ...i don`t want it blank Permanently ...i want when delimiter field hides(when if tag is false) he tile be blanked, otherwise the tile be visible

Just keep the title always blank and add the title message you want to appear in the if statement along with the other content.
