How migrate from joomla 1.5 site to 1.6 was created by nho3
How do I migrate users from joomla 1.5 to a separate install of joomla 1.6?

My initial suggestion is don't and to wait for Joomla 1.7.3 (at least).

If you are adventurous, then look at joomla.org - I believe they have a migrator.

I have migrated the users but it did not move the avatars and field data from community builder. I need a way to do that.

Suggest downloading the CB API document that shows the file structure - this way you know what files need to move also.

It is 2 seperate databases. Dont I need to migrate some of the data in the databases?

CB uses the Joomla database.
