Registered users are not able to upload an image was created by IepFCU

Hai,

In the Front-end users are not able to upload any picture/avatar.

Back-end users have no problems with uploading..(confirmed in FTP)
When uploading from back-end, picture can be deleted in front-end.

plz help!
