Display "Search Catergory" in Home page

Hi please help if you can.

In order to do a category search for members, currently one has to click on "Members" and wait for a page to generate a list of all members. Next, has to click "Search Users" to reveal the "Search criteria".

How can the "Search criteria" be displayed straight away at the home page without the 2 redundant clicks OR at least with just one click on "Members" and both the list and search criteria show up?

Please help. If impossible, please let me know too.

user list in backend during edit mode will show you two urls - use the second.
