Does CB allow users to setup their own communities?

Hi,

Just new to this forum and CB.

My first starter question: Does CB allow users to setup their own communities?
My second question: Does CB also facilitate the development of other services apart from communication services?

What I want to achieve is that:
- a person or organisation can set up its own 'community' and offer some communication (e.g., forum) services and other services to members once they log in.
- a user can register to one OR more communities and get access to the services of these communities
