Took a quick look and it looks like your Joomla assets are messed up - most likely from a migration went wrong.

This could be causing your email issues - but there is no way to be sure.

There are some tools that you can use (ACL Manager) that try to fix your issues (backup first).

It's up to you - I told you that your joomla assets are messed up and they need to be fixed.
I also gave you a proposal for a tool that can help you (I have no affiliation with this tool maker - so I have zero profit if you purchase - hell I am not even sure there is a price tag - this tool).

So ignoring the problem does not make it go away - I have no idea what other aspects of your site these issues will cause you in the future.
