Good afternoon,
Tell me please,

It's worth Joomla 3.8.5, CommunityBuilder 2.1.3. Template - templates deault.
Displays the user profile. Maybe the topic rose, I can not find.

When you enter, through "Mozilla Firefox" - everything is fine;
If, through "Opera", "Google Chrome" - the output of the submenu is incorrect, when scrolling the page -?

What is an expression and CB Blogs.
When a blog is published, the menu is scrolled: "Edit", "Delete" in "Opera", "Google Chrome" - ?

Switch to default Joomla protostar template and retry. My guess is your template is adding CSS that's pushing dropdowns down.

It's worth Joomla 3.8.5, CommunityBuilder 2.1.3.
The "Floox" template from "JoomShaper.com"

Switch to default Joomla protostar template - - does not work, 100%.
This option was immediately tested.

I found a way out differently, I apply the photo.
But the question remains open?

What is an expression and CB Blogs.

I don't see what CB Blogs can possibly have anything to do with your issue. It has no CSS being applied to the CB Menu bar nor does it add a menu item to it. Your Joomla template is likely pushing the dropdown class down. Navigate to your profile, switch to default Joomla protostar template, then refresh your profile and see if it's still being pushed down.

This is not the reason for CB Blogs
CB Blogs themselves - not correctly displayed, its submenu.
