Our annual user survey highlighted these two top-scoring areas of major friction using CB Subs:
1. Unable to renew multiple subscriptions in a single transaction
2. Unable to purchase/renew subscriptions for another user (e.g. a family membership for a 12 year old daughter)

That's certainly something we want to get into CBSubs this year. I'm not sure when exactly, but it's high on my priority list. Along with being able to change CBSubs Options mid-subscription and billing the difference immediately.

Is CBSubs Family Plans not satisfactory for this? If not what would you like to see in the plugin that'd work for you?

The current Family Plan plug-in use case requires an existing subscriber to push an invitation to X number of other members, X being fixed integer or a numeric profile field. The original Subscriber is charged for the additional sharing.  This option is more accurately named the Sharing option.

My use case is a pull model and has no limits on the number of registrants - a prospective subscriber signs up for the Family Plan option, selects the Family Member during the registration process, and receives a discount accordingly.  The selected Subscriber is notified that someone is claiming a Family discount, and the selected Subscriber must approve the Family claim. The Family subscriber's registration is pending until approved. If declined or not approved within [pick a time limit] days, the registration is disapproved.  In this use case, the Family subscriber pays a lower rate, and there's no pricing impact on the original Subscriber.

Workflows for a Family Plan option would be maximum allowed (to prevent fraud,) time allowed to approve (x days), notice frequency (x days < approval time,) and an option to populate a profile field with the selected Subscriber's name/profile link/ user_id

Interesting, so basically a family discount. That might be something we can add to CBSubs Family Plans in a future release as it is named sharing internally and I could review adding a family discount feature to it that needs approval or perhaps generates and sends discount coupons. Have created a feature ticket to review further and am linking it to your reply so if you've additional details to add at any point feel free to do so.

One enhancement to the current sharing plug-in would help with my use case  - the current option allows a fixed number of shares (configured in the plan) or defined by an integer in the specific user's profile field.
Neither of these numbers affects the pricing. 
It would help if the user could select the number of shares at registration time, and the option pricing would be calculated per share.
